Why is the total at 3, 3.5 when the spread is at -2, -2.5?

Real Madrid is currently at -2, -2.5 against Partizan Belgrad yet the total is at 3, 3.5. If the books feel that Real will score at least 2 goals more than Partizan isn't it likely that the total will go over 3, 3.5? My point is that Partizan would have to be shut out in order for this to stay under if the books are giving Real 2 goals or more.

Another match that is similar to this is the AC Milan against Club Brugge. The spread is at -1.5 for AC Milan and the total is at 2.5, giving only a 1-goal difference.

Is it reasonable to think that the total for Real Madrid would go over since they are favored by so much?
